Hector Thwistle
A scatterbrained inventor, creator of such wacky devices as skis on rollers for skiers who like to roller skate, and an alarm clock that wakes you up by ticking the soles of your feet, who helps Superman apprehend the entire Joe Jipper gang, operators of the shady Joe Jipper Promotion Company, after they have misrepresented themselves as Thwistle's agents in order to be able to use his inventions to commit spectacular crimes (S No. 43, Nov-Dec 1946: " The Inventions of Hector Thwistle!").
