A Metropolis racketeer who deliberately smashes a model ship constructed by schoolboy Jimmy Tuttle in an effort to enable his own kid brother, Hugo Reefer, to win a model shipbuilding contest sponsored by the Daily Planet. Jimmy ultimately wins the contest with a new model of a Spanish galleon, and Reefer and his ehnchmen wind up in prison through the heroic efforts of Superman (S No.28/2, may/June 1944: "The Golden Galleons!").
