Dutch O'Leary
A ruthless gangster and "successful gambler"—once fired from a job at Skyways Airlines and then bent on wreaking a twisted revenge—who masterminds a series of "disastrous crashes" that threaten to ruin Skyways Airlines until he is finally apprehended by Superman in December 1941 (Act No.43).
