Councilman Finch
A "crooked politician" in the town of Littledale who arouses the anger and indignation of his fellow townsmen by repeatedly ordering Superman arrested for a series of insignificant legal infractions, such as littering, unlawfully blocking traffic, and creating a sonic boom in a hospital zone, ostensibly out of devotion to the finer points of law and order, but in reality out of a desire to see to it that Superman is safely confined in the town jail while he and his henchmen make off with $1,000,000 in state funds earmarked for a local hospital. Councilman Finch and his cohorts are apprehended by Superman in May 1962 (S No. 153/1: "The Day Superman Broke the Law!"). (TGSB)
