Ralph Cowan
The secret leader of a gang of cunning saboteurs who have been hired by an unnamed "foreign country" to carry out "widespread sabotage" across the United States and to do "everything [they] can to halt this country's national defense effort." Cowan is apprehended by Superman in October 1941 (Act No. 41). (TGSB)
