An astrologer and hypnotist, secretly the head of “a sinister spy-ring†in quest of “our nation’s vital defense secrets,†who hypnotizes the government officials and employees who come to him for astrological advice and then, unbeknownst to his victims, probes their minds for government secrets, which he then sells abroad to the highest bidder. Righab Bey’s spy ring is smashed by Superman in May-June 1941 (S No. 10/3).
