President of the Akme Construction Company, hired Butch Crogan to slow down the construction of the Atlas Building, so that the Bruce Constructions, Inc. would lose the contract and dominate the construction field.
He was made to confess to the police by Superman, was convicted and sentenced to the electric chair.
